OSF, incorporated in 1991 gained initial experience through providing emergency shelter, transitional housing and, social support services to shelter clients through the City and County of Los Angeles Cold/Wet Weather Winter Shelter Program since the 1990/91 seasons. OSF Provided social support services to more than 375 homeless individuals nightly in the south bay and downtown Los Angeles areas. The transitional housing program was established in 1992 through the HUD dollar a year lease program.

Since 1997 OSF, as approved participant in the Dept. of Housing and Urban Development (HUD) Housing Disposition Program we have facilitated the purchase rehabilitation/development and re- sale of over 300 properties to low to moderate income and first time buyers in the form of single family to four units in Los Angeles County, extending to Orange County and San Bernardino County areas. The object of the program was to facilitate homeownership; in addition we also assisted the buyer with their closing costs. As a result of the mortgage crisis OSF has been dedicated to providing housing counseling and home maintenance education services to our target population. We have partnered with financial institutions such as JP Morgan Chase, Wells Fargo, and Fannie Mae to obtain REO Properties at a discount as well as have been recipients of Donated properties from Chase. Our program now has extended to include the San Francisco Bay Area and further objectives are to expand Nationwide.

In addition OSF has been a sponsor of the USDA Summer Food Service program. The nonprofit also received an award “sponsor of the year” for it’s’ efforts. The program, designed to provide free nutritious meals to low-income and homeless youth (18 and under) during the summer when school meals were unavailable, extended into a year round program. The program consisted of preparing meals and operating a total of nine separate site locations within South Central and East Los Angeles Public Housing ( to include Imperial Courts, Jordan Downs, Nickerson Gardens, Aliso Village, Village Aliso, the City of Inglewood, the City of Lynwood and the City of Lawndale. There were 1200 meals daily, five days a week. OSF served over 122,400 breakfasts, 244,800 lunches, and 62,220 snacks. The emphasis was to serve nutritious hot and cold meals while providing fun and educational activities for our youth.
